As opposed to the 1976-era 313s in Sussex?

New stock for East London commuter lines is on order. Just a couple of years away now (is that East Anglia enough?).

The recent noises about investment in the Anglia main line seems to hint at newer faster rolling stock on the (far) horizon.

How come the eastern region always seems to get nice new stock whereas other areas do not? Even Southern commuter lines are still mainly using tatty old 1950s / 1960s stock, why aren't we getting new BREL York units?

Not everywhere does. Southeastern metro doesn't do very well. 90% is 25 year old networkers in a very grotty state. Age alone doesn't matter though if refurbished. Old trains like 313s on Southern & 508s in Merseyside are great inside.

And the Greenwich line is getting 20% cuts in January. New trains may be coming but nothing confirmed and even if so I'm not sure how they're gonna get 12 car running on the Greenwich line with whatever is given. It needs SDO due to Woolwich Dockyard.

Southern & Thameslink however are, or shortly will be, swimming in new stock, and some may eventually then be cast off to SE or GA just when demand is reduced due to crossrail. Lack of planning me thinks. At least some GA users in London get TfL taking them over.

Yes new stock but AFAIK the 313's are staying for a while longer down on the coast, yes the inside is refrubed well but they'll still knackered old trains. 6x 442s are remaining for the London Bridge to Brighton/ Eastbourne (and V/V) services.

AS for the 25 units to SE, thats leaves us 25 units short still. Given the /5s are bound for Kings Lynn services at some point. I wouldn't rule out more refurbed 313s (as they are cheap as chips to run).
