Expected changes to Northern & TPE with stock changes

Our Chair @LouiseEllman has written to @transportgovuk to ask about the reallocation of @TPExpressTrains trains to @chilternrailway in 2015. We want to know who made the decision (and what @transportgovuk involvement there was), why and what options exist for replacing the trains. We also ask if @transportgovuk knows of other negotiations or agreements to transfer rolling stock between franchises in the next two years

What's interesting is Chiltern haven't completed the process of compulsory purchase orders for land for a new station to be served by the new Chiltern route according to the Oxford Mail so will Chiltern be in a position to start running the new service in 2015?

Possession can be taken early and the money sorted out later. 90% of expected compensation can be taken when land taken.

If Northern were to take on new routes before 2016 they would need to be agreed as part of a franchise extension in the next few weeks.

If I put my speculation hat on, perhaps a reason for the ongoing delays to this agreement?

I wonder how many serviceable Mark 2 & Mark 3 coaches are readily available?

I would get Northern to get several rakes of LHCS & use them on some long distance routes, e.g. Newcastle to Carlisle, Carlisle to Leeds, Sheffield to Leeds, Carlisle to Barrow, then use the units now spare on other routes to cascade sufficient 158s to FTPE.

What other options are available?

Porterbrook have a lot of trains without long term leasing agreements at present: http://www.porterbrook.co.uk/pages/LeaseEndDates.htm so maybe there could be another twist. However, given Chiltern have opted against LHCS I do think Northern will be the losing party even if there is another twist.

Short of taking a Beeching Axe to some of the rural lines, I suspect that there is very little opportunity to magically free up stock to replace units to/from the major cities during rush hour.

I think Northern have probably already squeezed the vast majority of these kinds of savings out of its timetable. I'm sure others will be along with examples before too long, but some of the journeys which have been combined in this way are astounding!

String the third rail out to Uckfield, pronto, and release the bulk of the 171s. To be replaced by yet another Electrostar add-on order.

If you extend 3rd rail to Uckfield, then do Ashford to Hastings & Reading to Redhill.

That should free up some units.

Might the DfT's preferred solution be fare hikes to choke off demand for Northern's overcrowded yet heavily subsidised services, rather than finding additional stock to subsidise? Or am I being overly cynical?

Well, There is the option originally put through for the Cumbrian Coast - The DRS operated 37 or 47 With Mk2s and DBSO? And somewhat ironically in this case DB Should also have a fair few rakes of ex Cargo D Mk3s waiting for some use.

Would any northern routes work for LHCS (and need more than 2 carriages), I'm thinking maybe Blackpool-Manchester in the peaks then run through Piccadilly into a siding somewhere south of Manchester, or Leeds to Nottingham? Otherwise convert all Fife Circle peak services to LHCS and get some 158s from Scotrail.

Although not popular, IMHO the Todmorden Curve services should be put on the back burner until Northern or other franchisee has sufficient stock.
