Destination displays & Portsmouth interchange questions

2 questions to start with,

1. If a bus is fitted with a side and rear destination display that is not working correctly, is this enough to stop it going out in service? A few days a ago a fitter pulled a bus of the road because of that exact reason...

2. There is on going rumblings that the hard interchange (Portsmouth) will be redeveloped, is it possible that they will completely redeveloped so that it's similar to Havant/fareham/gosport with teethed bays? What would you do with the hard?

Number 1 is incorrect as I have seen buses running around Southampton with just a piece of paper with just the route number scribbled on in the front windscreen. This was Bluestar, not sure on First's policy.

From what I recall of Stagecoach Manchesters policy a broken front blind was a no-no - I think this is a VOSA requirement too; but I'd imagine VOSA would prefer a service to run over a working destination blind.

Buses certified as DDA compliant (generally registered after October 2000) are required to have working front, side and rear displays. Quite how First get away with blanked-out or removed side and rears on many of their post-2000 buses I do not know.

Quite. Just to emphasise that the side is required to have number and destination, and the rear required to have number.

A lot of buses round here have that problem!

Uno and Arriva both have many buses with non-working side and rear blinds; especially with Uno's recent ex-London fleet which they have yet to repaint, and as such have just removed the London blinds and put a piece of paper in the front!

If the sizes are correct, and the information is correct, then that is okay

Many operators will put a bus on the road with 'minor' defects and worry about the repairs later. Failed marker lights come to mind, and I would imagine side and rear screens falling into the same category too.

As for The Hard Interchange, it needs bulldozing!

Maybe its not enforceable until 01/01/2016?

That's allowed - the regulations state that the number and a description of the route must be on the side. VOSA have agreed that a via point suffices, apparently. However, with electric blinds standard in London now for the past few years, the destination is gradually replacing the via point on the side.

I think broken displays is one matter - they can be repaired. Covering up or removing the displays is another.

The standard response of the industry to anything like this appears to be "would you prefer a bus with a broken screen, or no bus at all?" which conveniently forgets their obligation to maintain it in the first place - or at least to repair it promptly.

I recall a First Mainline vehicle running around with the front, side and back displays (dot matrix) stuck on service 58. It was used on service 59 one day, with a bit of paper in the windscreen. Both services use the same stops for half the route. Cue the confusion when the driver turned the wrong way...

I believe that some years ago the Traffic Commissioner fined SYT for not having functioning number displays on a vehicle. The logic used was that, if a passenger was unable to identify a bus as being on service X, then that journey on service X could not be considered to have run so the company would be fined for not running it.

Is there a timeframe during which repairs must be carried out? There is a First ALX400 in Leicester with the front display broken for months, or possibly even longer than that. They just covered it with a piece of paper saying "22".
