No it doesn't. I have a Vista theme on XP and its done through a bit of .dll changing and downloading windows blinds skins without Windows Blinds.
I'm not saying there aren't skins like you describe out there, but the only ones I've seen make sysem-wide changes

*Ignore the vistab2 folder its a folder I made to put some themes in

Now all you need to do is get rid of some of the numerous ics so you can see the picture a bit more easily!
lol , got it all taken care off , search for the folder 'desktop' got all the icons I dont need

Seems its fixed. Fred you are meant to put those files in the Themes menu under system32!

Yeah, where did the HST get it neon-ness from!? They look quite good like that!
Just a shame that it most likely has an MTU in it
43004 and 43009 had that livery when being tested for the rest of the fleet.
Also, the reason why the rest of the fleet weren't done up in such a away was because the stickers wouldn't stick...
Even after their MTU-ing they received Barbie2 prior to the original dynamic lines: http://the-siding.co.uk/class43/pages/43009.htm
If they didnt have to chane the barbie livery , they would of been ok. But plain blue on a HST:neutral: , how boring is that?? . The cool stripes would of been better
