I suppose that voyeurism is now one of the offences that are covered by the Sexual Offences Act 2003.

Yes that's right, but voyeurism is still not illegal unless the person is using it for sexual gratification.
It's perfectly legal to just watch somebody.
The act was mainly set up to catch people with hidden cameras in rented flats and changing rooms.
