So rail franchises are a busted flush as they cannot genorate enough revenue to pay both DfT & shareholder. As for penalties when Network Rail are fined who foots the bill the tax payer likewise when TOC's receive subsidy who is really paying the penalties other than tax payer

What happens when you over bid for something & dont pay on E-Bay? No one forced Nat Ex to dream up a bid policy, is it good for the tax payer that private companies take the cream in early pat of franchise & then allowed to walk away from franchise with a minimal penalty charge/bond when things go sour
Sounds just like what as been avoided on West Coast making promises that they are unable to keep, where it is cheaper to walk away than stay & pay what sort of system is that?
