I would imagine the record was set around the Hatfield accident when we ended up with 20mph TSRs all over the network. Or perhaps when Waterloo fell over a few months ago in the middle of the peak.

27 October 2000 has to be a good candidate (the 20 mph TSRs combined with severe weather).
