it was on the skids before then, if we're talking shark-jumping it was towards the end of series 6 - Emohawk (Polymorph 2) - where it went downhill.
Series 10 was an improvement on everything after that though.
The Thick of It never quite reached the same heights when the Coalition was brought into it, I was always waiting for the bits with Malcolm Tucker in
