Woodhouse Station Toilets

I visited Woodhouse station recently and noticed it has a new, yet to open, toilet block. Woodhouse station isn’t particularly well-used, there is zero chance of anybody changing trains there and the toilets were obviously for rail passengers only – you need a RADAR key or to scan your ticket’s barcode to access, so to me this looks like a spectacular waste of public money.

Am I missing something here, and there really is a valid reason why Woodhouse needs toilets?

It does seem a bit odd, but are they possibly provided in relation to the nearby sidings for staff, but in public use as the station is a more logical place for them, easier to install (or refurbish) there and they are more secure there with access to them being covered by the stations CCTV to an extent?
