I think you have a very thin grasp of the staffing levels on the railway, especially early in the morning!
You also fail to grasp that if a manager is pulled out of his job to man someone else's desk that his job is then uncovered, so when something else goes wrong or there is a complicated query he/she isn't available to deal with that.
Now if you want Customer Service Desks to be manned 24/7 with cover available for personal needs breaks/sickness/training/etc someone is going to have to pay for it, and that is probably (definitely!) going to be you the passenger.
And it's funny, isn't it, how numerous other industries "Help Desks" aren't always manned 24/7 and yet we seem to cope? And yes, that does inculde other transport providers.
