White and blue shunter at Derby RTC

This (former Tata Steel) shunter was on Derby RTC a couple of weeks ago and I assumed it was just there for LORAM to work on. However, today it was moving around the site pushing yellow coaches and DVTs.

Can anyone tell me exactly what it is please - type, identity - and where it’s come from, whether it’s staying (replacing one of the resident 08s maybe?), etc.

It's usually parked behind the far shed next to 57301 therefore you can't see it from the mainline

57301 has been moved recently but each time I’ve seen the Tata shunter recently it’s been from London Road.
