It's due to the way privatisation was done in this country and this has never been remedied. We have a much, much more expensive railway than we had before. Yes, the investment is there in terms of the raw numbers, but the way it is spent is not getting the best value for money.I'm assuming that it wouldn't be viable for TOCs to have lots of spare coaches sitting around because TOCs wouldn't to pay leasing fees to the ROSCOs and track access charges to NR to have spare coaches sitting in carriage sidings all day.
