Weedkiller Train?

Hi all, could anyone assist with identifying the purpose of this train? I presume from the time of year that it might be a weedkiller? Loco on this end is 69003. I couldn't quite make out the 69 on the Redhill end but it looked like 69001.
Any help appreciated as always.
