Stopping a train short, to turn it around and clear another station, has been known - but causes chaos for the people forced to get off their train.
So, the only option is to run a train through OOS for a while and then start up, hopefully clearing the packed platforms and potentially re-opening a station that has been shut upstairs due to overcrowding.
I must be missing something obvious, but I can't see how this would be pointless.
