Yes, that is true. However, my 'solution' would stop that being an issue. Passenger is made to buy a new ticket and then claim back later, providing proof that can be verified.

That is a possibility - BUT, the TOC would be well within their rights to charge an "admin" fee - and what would that be ?
If the passenger finds the missing ticket - easy. If the passenger can't find the ticket but can produce something else: e-mail, etc - all very easily forged, rail staff then have to check back to see if such a ticket/reservation combination was actually issued. IF the booking system software retains that info !

I'd only be checking with the source of the ticket booking, and the admin fee would presumably be the standard fee of £10? That should easily cover the admin, given that once a procedure is in place, you'd establish the necessary links to check such bookings.

In other words, checking should be a simple and easy process that would probably cost next to nothing.

There must be records kept, although if there's no easy system to check today then that's what would need to be developed. It's hardly rocket science, but in this industry I realise it will probably never happen unless someone has the will to MAKE it happen.
