Traffic commissioners and Hertfordshire

Before we drift too far, could I ask everyone to stick with the topic of the thread, which is the assumption of Traffic Commissioner responsibilities within Hertfordshire by the local authority?

Clearly they've been denied the opportunity to plan networks for 35 years, so they won't have the experience. But how do you get experience without actually being given the opportunity?

That's not quite true of course - they have planned networks usually around the commercial provision which is in place, which led to the tendered routes.

So generally local authorities were looking at the lesser / quieter flows, because the 'main' flows were already being handled commercially.
