Trade agreements

There has been a lot of discussion of trade deals around the EU referendum.

Is it generally the case that any sale of goods or services between two countries is subject to tariffs, unless the two countries have a trade agreement which states that no tariffs are chargeable?

Have tariffs always been around or are they a modern invention?

They were around at the time of the great depression, I'm not sure when they first emerged.

It was said that in 1815, British tariffs were dearer than those of the French and this was one of the matters that concerned the Free Trade debate.

In the USA, the Tariff Act of 1789 was the first Act to be enacted under their Constitution.

The Romans certainly extensively used tariffs, the customs tariff for the city of Palmyra included for importation and exportation of

• slaves 22 denarii
• camel load of aromatic oil in alabaster jars 25/13 denarii
• camel load of olive oil 4 denarii
• salted goods carried by donkey 3 denarii
