Maybe a demand for recompense of fares avoided, with an admin fee.

That would be the same as the "out of court" settlement offered by other TOCs. The consensus has been that TfL don't offer these and that they prosecute unless persuaded to send a warning or drop the matter entirely.

I don't believe the current TfL policy (link below) mentions administrative resolution as an option, and indeed the three options open to TfL are widely held by the experts here to be the other three you list
