Trooli is PIA only AFAIK. CityFibre is a strange split, sometimes they use PIA and sometimes they build it themselves.
I've seen that too - in the nearby town (Openreach/Virgin/CityFibre) CF still seem to do their own thing underground but happily run fibre up OR's poles in overhead areas as that is presumably a bit cheaper than digging all the way like Virgin & its predecessors did.

As for my own area, maybe it is microduct then, as each prospective customer has a new duct up to the property line. My experience comes from inside the exchanges, not outside...

I worked for Kcom some years ago and they weren’t hiding the fact internally that they wanted to protect and milk their core area as much as possible in order to fund expansion into East Yorkshire. Interestingly, when Kcom expanded it also laid its own network rather than using the existing BT/Openreach infrastructure.

The situation in the Hull area remains that Kcom dominate and we pay much more for broadband that the rest of the country. The issue is regularly raised, but OFCOM and politicians don’t seem to care. Ironically, ‘pole gate’ is a hotter issue locally even though it’s providing much needed competition, albeit with a visual cost.

The KCom X/twitter feed has had a number of posts recently from them claiming they have no reason not to allow access. All sound bites though and no detail!
