Have seen quite a few taxis plated for the surrounding local council areas (usually the private hire cars, but hackneys as well) running about in West Dunbartonshire over the years (Renfrewshire, Inverclyde, East Ayrshire, East Dunbartonshire etc), which I suppose isn't that unusual. My dad, who is a self-employed hackney driver for the local taxi office in Clydebank (thus drives a West Dunbartonshire plated taxi), has worked fares across to Edinburgh a few times over the years, most often to the airport.

You will get Wolverhampton taxi's anywhere Birmingham XC train crew sign. Not unheard of to book on at New Street Spare and get a taxi to the far flung reaches of where New Street sign. Cardiff being one.

When i was in a kid (in the early 80s) my family used to have coach holidays over to Spain. I remember one year there was a bit of a palaver when the coach couldn't make it's first pick-up up in Leeds for some reason so two black cabs had to be used to bring the people down to the coach in Birmingham.

In Milton Keynes we have a lot of Wolverhampton registered mini cabs
There are some registered Buckinghamshire Council (and Aylesbury Vale before that*).

I had heard that this was because it was a lot easier to get the vehicle licenced in Aylesbury than MK as Aylesbury were less stringent in their requirements.

*The non-Borough of MK (now City of MK) districts in Bucks were joined into the Buckinghamshire Council Unitary Authority a couple of years ago.

Knowsley seems to be the second choice after Wolves for out of town registration. Don't know why - they've obviously both got some advantage over local registration but the fact that so many are Wolves suggests they've got the biggest advantage, so I don't know why you'd choose Knowsley over them if you were doing an out of town registration.
