Feels like they try something different every few years then! The opening announcement is on archive.org, as is the 2009 timetable, which is everything stopping at Kempton except the up morning peaks, so they took stops OUT at some stage it seems.

I must apologise. I checked again and they stopped in 2020 as they do now. In the May 2004 timetable, it's not even shown on table 152, or on the route map.

But while KP is only served by Shepperton services, Earlsfield is served by lots of other routes, including (from Waterloo) services to/from Chessington South, Dorking, Guildford, Hampton Court, Woking, and the Strawberry Hill loops - all of which stop at Wimbledon and Clapham Junction...

I guess adding an additional 15 minutes at each end (thus maintaining the same clockface departure pattern at Waterloo) would not work [especially platform occupation at the Waterloo end]?

It would be relatively easy to increase the dwell at Shepperton by 15 minutes but then the Waterloo-Richmond-Kingston-Wimbledon-Waterloo trains would also need to be retimed throughout, or wait at Strawberry Hill for 15 minutes. Once everything is a 701, it might be possible to depart Shepperton a few minutes later and change the order of the paths from New Malden, though that would mess up the 15 minute gaps from Teddington to New Malden.
