Sunday service at Penarth

Penarth (just south of Cardiff/Caerdydd) gets a decent 4tph service SX and Saturdays, but on Sundays just 8 trains the whole day! roughly a 2 hourly service

Does anyone know why Sunday gets such a worse service compared to the rest of the week?

Any more importantly, are there any plans to fix this with the metro upgrades?

History. There has never been a frequent service on the Valley Lines, including under BR, and no way to introduce one.
