Steam loco tender tanks.

Forgive my ignorance but when steam locos’ tenders receive ‘new tanks’, does this refer only to the water tank within a tender or to the entire superstructure of the tender (ie everything above the chassis)?

It is everything on top of the chassis as the tank effectively encloses the coal space.
