Staff on moving coaches

Evening all,

Bit of a niche one this; looking for any idea of the legal status of staff working on board a moving coach. Obviously standing passengers aren't allowed, but I presume that a person working - e.g. selling snacks or acting as a conductor - is permitted? Equally I presume there are no rules against staff being stood up for work purposes on the top deck of a decker?

Standing is permitted for certain purposes - for example, it would otherwise be impossible for passengers to reach the toilet (where fitted). Further details may be available in relevant legislation, such as The Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990.
