You'd fail a basic driving test for hesitation i believe if you drive at 20 in a 30/40/50/60 etc

You are also liable to be charged (and convicted) for driving without reasonable consideration for other road users. Make no mistake such driving is as illegal as speeding. It is harder to prove and less well enforced but people have been done for driving too slowly.

A serving Traffic Police officer told me that people who drive exceptionally slowly (and by that I don't mean tootling along at 45 in a 60, but the "WTF are they doing?") is a dead give-away for drunk driving, as many drunks drive incredibly carefully as they believe they will not get stopped. That strategy fails them as the police know this all too well!

I once got stopped for driving at the speed limit in the middle of the night, for this very reason. When they said the reason I pointed out that most people would drive at the speed limit when a traffic car was right behind them. They found that funny and sent me on my way.

The other dead giveaway for a drunk driver I am told - is driving without any lights on in the dark for more than a few blocks.

I couldn't resist driving along the same bit of road earlier this morning and - guess what - the very same Puma was parked on the road. So, now I really do feel confident that the lady concerned may just have known where she was going!
