I don't think a 9.30 blanket start time for Senior or other cards is logical though I do think the Network South East restrictions should be removed. That one is illogical. The other week our family had arranged a get together in Ely (didn't in the end happen because of other reasons). Ely is in the NSE area so I would not be able to use my rail card on early trains. If it had been at my sister in laws in Melton Mowbray (similar distance) I would. Many of us pensioners start their day early and I always use the 0903 from Martins Heron which has meets the Not into Waterloo before 10am restriction. And if they then extend Project Oval to here that brings in the concept of evening peak fares. The interaction of rail cards, off peak trains and Oval gets ever more complicated and you can't do one without the other.
I have not seen the survey (I by my railcard via the Railcard site, renewed every 3 years for the past 15 years so I expect they know me). Let us hope these rumoured changes don't get carried out.
