No need for it to be strictly distance based. No reason why the whole Whitby line couldn't be shoved into a really cheap zone for example. Distance based pricing doesn't work.
Oyster PAYG includes a fairly massive simplification that means some people only pay for half a journey. They intentionally chose a radial system based on 'central London', so a journey from, for example, Surbiton (Z6) to Upminster (Z6) is charged the same as a journey from Z6 to Z1. They must have assumed that such a high proportion of journeys made are to and from Zone 1 that this had little effect on overall revenue.
It's probably why it took so long for NR Zonal fares to be agreed, because I expect the original 'rail ticket' did take in the whole journey, plus a bit for the cross London fare on the tube.
One thing's for sure, PAYG in the London area is definitely not a £/mile scheme - so it doesn't support the idea that prepay systems must be proportional to distance travelled.
