With the new legislation planning to allow councils to run buses again, will any councils take this offer up? Also in terms of legality, what are the main differences with running buses directly and running them via an “arms length” company?

All buses companies should be operated a arms length, stops idiotic councillors making changes just to win a few crumbs at the election.

How does the DG Buses operation of Dumfries & Galloway Council measure up to this?
As far as I can trace, it does so without an O-licence.
