I read somewhere that the hard drive had been copied. Those months also created plenty of opportunity for tampering.Is that the laptop which had been in the repair shop for many months but which had a hard drive a month old?

The difference being that the Steele dossier wasn't, in itself, being quoted as proof of malfeasance. It informed an FBI investigation which did conclude that there was Russian interference in the 2016 election and that the Trump campaign used information obtained from foreign sources.
