I'm not sure if that will happen in that respect, when ordering trains, most people didn't care about Bombardier, who had to keep laying off staff.

Laying off staff = small local story
Shutting factory = national story

Trains come in periods of demand, right now Bombardier have lots of demand for aventras whereas a few years ago the factory was barely surviving, only saved by crossrail.
