You're going to need to fit a LOT more trains between Birmingham (Kingsbury) and Derby. I would want to see 2 fast tph to Nottingham, 2tph London-Sheffield, 1tph Curzon-Leeds, 1tph Birmingham-Derby or Notts stopper and the NE/SW. The 4 interventions I can see are getting Turbostars off the route, sorting out Burton/extending 4 tracking slightly, resignalling to ETCS, and removing some unused freight paths due to designation as congested infrastructure north of Kingsbury.

The solution to the OOC issue is to run Weymouth-London fasts via Reading to Paddington. The time penalty is close to zero while enabling semi-direct journeys, though Reading-London is congested and would obviously require 125mph stock.

I'd would suspect there's an available path for an HS2 service from Birmingham to Manchester, though Colwich is the constraint so that would require HS2 services to run to Chester as a split of a Liverpool service. That would require battery units for HS2, which would also be needed if HS2 were to run to Sheffield.

There won't be paths for one at Colwich initially. There is no plan to run to Chester either for HS2.

I know, but there will still be a service to Chester that uses a path at Colwich. So if that is then attached to another train at Colwich, that path then becomes available. Obviously Nuneaton, Tamworth and Lichfield lose out, so something needs to be done about them but Tamworth can be served by HS2 East while Nuneaton could be served by a Sutton Park service or a semi-fast to Lichfield could be introduced that serves both.
