It looks like reflectors. It's by the bridge over the river in Bedford. Near the sidings/depot.
Are they reflectors? If so what are they used for?

It certainly looks like it. I'm guessing they've had bird strikes from geese or swans flying along the river. A quick google indicates that they are 'bird deflectors' for power lines.
