Legally and structurally what are main differences between the direct bus operations as
the PTE‘s had up to Oct 1986 and the post dereg era as arms length pta owned bus companies? (PTC’s)

the PTE‘s had up to Oct 1986 and the post dereg era as arms length pta owned bus companies? (PTC’s)

Basically the bus company had to be a legally constituted company separate from the PTE, with the PTE owning the shares and nominating the Directors, who had the normal legal responsibilities of a private company. PTE services could only be supplied to the bus company at commercial rates, and any subsidy for socially necessary services not provided by the market had to go via a route tendering system open to all operators. Concessionary fares schemes had to be open to all operators. Much more detail obviously, but the general gist.
