The staff at Marble Arch set it up after I gave them the RSTL Letter of Introduction. However they charged me £7 each total £14 for issuing New Oyster Cards. Also they wanted photocard but retired staff don't need one. Cost me another £5 total £10 to load 2 cards. I still have the receipt.

Yes, you have to pay a non refundable deposit for each Oyster Card, plus top it up with some credit. That's the same for everyone.

Whilst you also don't need a photo card as a retired member of staff, you can get one free of charge from any National Rail station, if you would like one. Some prefer to have one.

Did you have a question?

Apparently the rules have changed. In the latest edition (June 2024), it says you need a RSTL photocard (obviously child dependants under 16 (unless it's to support a priv rate season) and retired staff don't need a photocard). A normal public photocard won't do any longer. Except it would seem RSTL haven't bothered to tell anyone.

The OP won't be able to get an RSTL photocard as it isn't required, therefore if they were to want one the only option would be a public one.

When registering the Oyster so that it will allow the member of staff to set the discount, it prompts for a photocard number.

For Priv (both Active and Retired) discounts I believe they're meant to use the Staff Travel Card number.
