Its a very interesting scheme, but there is virtually no chance of them operating by next year. Look how long the Metrolink extensions are taking (very little compared to Edinburgh though!) and that's an established system.

Tranpower miss more arbitrary and unachievable deadlines than the construction of the Millenium Dome. Current holdup does seem to be little progress between them and Network Rail to lease the track, I imagine the main bugbear is who takes liability if something went wrong.
