Northern's North East services should be absorbed into another operator

I guess it would make sense to include the North Yorkshire authority to tidy up responsibility for Whitby and maybe a Scarborough shuttle.

I would argue that Leeds-Harrogate should remain with wider "Northern" (West & South Yorkshire + Lancashire) region though
