"World class" is a meaningless buzzphrase, incapable of objective confirmation by comparison with an accepted yardstick. OT diversion: it has a whiff of the fat cats' remuneration committees, whereby everyone gets paid in keeping with everyone else - classic positive feedback, so high earners get increasingly higher. To return, the saga has shown world-class hype and unreachable ambition.

Next month, just six years since its first students arrived, the college, renamed the National College for Advanced Transport and Infrastructure, will close. A victim, and symbol, of the dither, delay and cutbacks around HS2.

The 'dither, delay and cutbacks' are the symptoms, the actual cause was the original underestimate of project costs combined with the significant subsequent cost escalation, which given a finite amount of funding then forced the delays and cutbacks in scope in order to get at least some part of the project completed.

Probably lesson 1 of any course on high speed rail should be managing project costs, because it's the undoing of most high speed rail projects, or indeed rail projects in general.
