But it is increasingly less common. As the big operators cut back services even in those places where they had a near monopoly, the smaller operators who were running schools/subsidised services are stepping in.

I'd have to disagree with that one, since most bus networks are designed to funnel people into and out of a town centre. That's fine for office workers, but most people working in an industrial estate, retail park, hospital, school, airport, etc, are going to be changing in town.

Fixed that for you. From personal experience, only two (out of some 130) colleagues in the school a bus ride from the city centre I worked in ever caught the bus to work. One couldn't drive and the other didn't always have access to a car. They both had concessionary passes and lived on a direct bus route. There are buses from all over the city for the pupils but no staff ever caught them.

I can quite understand why school staff would not want to take buses conveying any number of schoolchildren from their school. It is not a very good example of 'through' buses to a particular employment site.
