London terminals - an new vision - systems thinking - dynamic

Is it time to re assess all London terminals with a new vision? Has the work ever been done to assess all the London terminals collectively and ensure there is the right balance of capacity and link to other modes and networks - as a single exercise. It appears to me there are many opportunities.
Termination at London Bridge - now with Thameslink an excellent opportunity to transfer
Waterloo - for services from Victoria
Waterloo for services from Paddington
Victoria for services from London Bridge
Paddington and Waterloo
Paddington and Marylebone
Euston and Kings Cross St Pancras

I am sorry but something says to me if you looked at all the London terminals together - total capacity and remodelled this, independent of train operating companies and regions you could release capacity and opportunity. For instance meaning Euston an HS2 50/50 station and taking capacity out of Euston (overground) to other stations.

London terminals are a system - not individual stations

Collectively occupancy feels like 90 per cent, capacity 150 per cent, surely a better London match is possible . GBR here we come.

Finally the whole system could be run dynamically. Changing say annually based on demand?

The links between the different terminals are quite slow , or would involve lots of flat crossings that would get in the way of everything, go on a railtour if you want to experience crawling along the North London Line for an hour

Which are the stations that have excess capacity and which are overstretched?

Your specific example of Euston - the only possible way to reduce its present traffic is to build a connection from the Slow lines to the Elizabeth Line in the Willesden area, at enormous expense.
