I think with the forecasted high temperatures, it’s probably best this didn’t happen. Last thing you want is more people travelling on the promise of additional connections for it all to go wrong and lead to more people being stranded.
A high frequency shuttle might have worked but was never possible, and any contingency needs to be all or nothing to give simple messages.

Adding a low frequency alternative to the mix would have created undeliverable promises to travellers as well as adding confusion about variable alternatives. It would have soaked up extra staff to despatch those trains and direct people to and from them instead of assisting customers on the main bus flows.

Aside from the pure customer issues, there would have needed to have been a lot of risk assessment works and planning that can’t be rushed, especially as the plan involved train types not usually used on service trains at those locations.

Well, there’s only two trains an hour from Luton, so no point in providing a more frequent bus.
Two coaches will not move two trains worth of people.
Although there are usually more than two if both EMR and TL are combined.

Provision is poor to move people.

It’s not clear to me that it is just two coaches so much as just two scheduled departures. If it’s the latter it should be more than two vehicles.

A lot of people will choose to work from home or drive to the likes of MKC and Bletchley rather than faff with the buses anyway.
