LMS Jubilee class locos

I've never understood how one of the Jubilee class preserved locos can assume so many identities: Galatea/Alberta/Sierra Leone.

Why does Network Rail permit the loco to carry the number 45627 on the front of its boiler yet the loco cab's exterior carries 45562? Totally confusing. Isn't this problematical in the event of any serious mishap, not that I'm wishing for or encouraging same?

To NR, the loco is 98627 (or possibly 98527) in TRUST, and whatever is painted on whichever part of the loco doesn't matter
