Being listed doesn't stop alterations to a structure, particularly on an operational railway. It just means they are done sensitively.

Once all the new housing is built to the North of the station is built, I'm sure the passenger numbers will grow steadily. There is a proposal from the developers for a potential new entrance on the other side of the station.

There are 3 very old bridges that may not allow sufficient clearance for overheads. Not sure if they can be touched, the station canopies may be excluded from being touched as well although I'm not entirely sure.

That's a bit different to "it can't be altered in any way".

Whilst historical features should be preserved where possible, those efforts should not come at the expense of the operational railway. If the bridges are too low, raise them. If canopies are in the way, cut them back (sensitively). Listing should not mean preserving in aspic.
At Huddersfield the entire island platform building (which is grade 2 listed) is being dismantled piece-by-piece, and reconstructed in a different position and orientation- because doing so better suits the operations of the railway moving forward whilst preserving the historical features of the structure.
