It's something that's made very easy to do by the current industry structure. All big funding eventually comes from the government, so any projects like this become a pass-the-parcel until somebody can persuade the DfT to cough up. Of course it ends up with lots of parcels just in circulation and nothing actually happening.DfT involvement has made it worse, but the railway has never been good at just getting on with things. Cultural,y, it seems incapable of, once a question has been asked, deciding it is not very important and ignoring it. Every question is treated as equally important and needing an answer, even whrn they get in the way or delivering what really matters.
