What benefits does running NLL services to Watford via Primose Hill offer over the status quo? The only that springs to mind is removing services from Euston during the rebuild, which as it turns out isn’t an imperative for HS2 construction.
It would bring Kilburn High Road and South Hampstead stations into the NLL system and would enable easier transfer to/from the Bakerloo Line at Willesden Junction, particularly for people with walking difficulties.

As a starter service I'd reinstate the points at the end of Highbury and Islington and send the New Cross trains though to the lower level bay via primrose hill.

Terminate the West Croydon service at Dalston Junction meaning that the palaces could still stand at the platforms at Highbury and not affect the through trains to willesden also easier to slot them into the dc line.

Also the service wouldn't have a big impact on the nll due to the low frequency initially.

Plus the low frequency means enough dual stock will be available to run it.

I like what you propose - including the use of the New Cross service.
