We use the wording "you are not allowed to travel today" at my station as it's clear what it means. RPIs don't actually have any power to prevent someone from travelling without BTP/security presence, but it doesn't stop them from telling people they're banned to scare them off.

I'd argue it's not clear at all.

Does this mean that even if they purchase a full price ticket right away, or in an hour's time, or that evening - they still cannot travel "today"?

Does it mean if they go to the next station down the line they still "cannot travel today"?

Does "cannot travel today" mean just on your TOC, or the entire train network, or even the entire public transport network?

Yes, this is what "today" means.

Considering it's unenforceable without the barrier staff, no.

They also cannot drive where they want to go because that would be travelling. Do I really need to answer this?

But I tend to think it’s good way staff on the front line can send a signal that the behaviour is unacceptable.

If staff can’t do that or use discretion to do it - even subject to the limitations put here -,word gets out round the ne’er do wells ( plus their more respectable fare dodging equivalent who are not unknown on this forum….) that you can just ignore staff ‘because there’s nothing they can do’

It's hard to believe you wouldn't understand what it actually means in practice.

But I tend to think it’s good way staff on the front line can send a signal that the behaviour is unacceptable.

It tends to be reserved for when there is backup and the person has been abusive or has attempted to avoid their fare multiple times in one day. I've heard stories of non-security staff physically removing people from trains after they have hopped barriers as it looks good for paying passengers. Most of it comes down to appearances.
