I don't think there is anything particularly responsible or accountable about riding a motorcycle. Better than a massive SUV of course, but not better than walking, cycling and public transport for local trips.

Sorry, I wasn't clear - I was referring to the standard of driving. In my fantasy world where everybody can drive properly and considerately, electric motorcycles are more practical than bicycles whilst generating less congestion and CO2 than ICE vehicles for local transport. It'd never work though, as your Vietnam analogy demonstrates.
