Whether a conviction is recordable on the PNC or not has no bearing on your obligation to declare it or not on an ESTA. They are very confused and seem to think that “whether or not they’ll find out” is the key matter. No, it is not, and it is a very misguided way to approach dealing with entering foreign countries which could have consequences.

In your case, you would not need to disclose it simply because the ESTA does not ask about minor offences, only ones which have caused serious harm. Yours is a minor conviction which caused serious harm to nobody.
