Some companies have gone to Eastern Europe for recruitment. This is the functioning of the labour market within the European Community. With free movement of labour amongst member states, the 'market rate' becomes the rate at which you can recruit staff wherever they can be legally had.

Who would have thunk it. A Neo Liberal society using poor wages in a former, ahem, left wing society to force down wages in the UK.

At one point, one of the big operators (First Group ?) actively recruited in Europe - possibly just Poland as their work ethic is well known. It may well have been that their staff shortage in the UK was partly driven by low pay rates at that time but they don't actively recruit abroad now (afaik).
