Hello again, just thought I would update on the situation as it may be of help to others in a similar position at some time. After my son had returned the form with his statement at the end of last week, I also helped him to write a letter of apology (based on a letter I saw on this forum somewhere) offering £200 to FCC to settle out of court. Today a letter has come from them accepting this offer, which I am delighted about. So it is always worth a try at an out of court settlement. Lesson learned by son, don't think it will be happening again! Thank you everybody who took the time to give me advice.

Well, I'm glad FCC accepted the offer, and I'm glad that your son has learned his lesson.
