I wonder if that was the first journey of their day i.e. the travel day hadn't been activated. Not toggling a journey on an already-activated travel day usually results in just getting educated on how the pass works, a fine in that scenario is harsh.

I got a lecture in Germany for not having toggled the journey.

I was pretty greatful for it as that was how I found out I was on the wrong train!

So what happens to revenue allocation if you delete all your trains taken that day at 2359 (assuming no overnight sevices) and/or add trains you didn't actually take?

They are probably screwed then.

Realistically speaking, not many bother to do that, so statistically speaking it wouldn't differ much from what trains people generally take.

I don't know what happens then. I don't know at which point Eurail assume you've used a train.

Can inspectors see what time trains were toggled on?

They can see what is currently toggled on and some indeed check whether their train is among them.
